Retrieves the GOptionGroup used by Cogl to parse the command line options. Clutter uses this to handle the Cogl command line options during its initialization process.

Return value

Returns:	`GOptionGroup*`
	A `GOptionGroup`.
	The caller of the function takes ownership of the data, and is responsible for freeing it.
